Big Brother is not the Channel 4 reality TV show that has popularized the term over the past few years. The concept came from the book 1984 by George Orwell. In it citizens of the state were under constant (24/7) surveillance by the state, to ensure their compliance with the state's laws. Read it. It's scary.
